Castellanza differentiates itself thanks to S.I.ECO. and Altares’ “Rfid” technology

S.I.ECO., an excellence reality ready to grow

Antonio Frascella, director with a long-standing experience of the urban services, introduces the company: “It was created in the December of 2005 and it is a completely public company that operates in the municipalities of Cassano Magnago, Castellanza, Cairate, Lonate Ceppino, Caronno Varesino e Castelseprio. It offers to more than 60.000 inhabitants the door-to-door waste collection service, the management of the waste collection centres, the gritting salt service, the snow shove service and the street cleaning service.

Our strategy focuses on the development both through local companies’ collaboration and through the optimisation of the production process. We are also involved in the improvement of our service and in the research of new systems of waste collection and recycling that respect the environment with sustainable costs.”

Because of this continuous improvement, in 2014 the company decided to reorganize the waste collection service in the municipality of Castellanza, an urbanized area with more than 15000 inhabitants.  “The aim was double: from one side the reduction of the non-recyclable waste and from the other side the optimisation of the collection trails for a more efficient and less expensive process”.

In order to do this, we thought about some developed technologies like those of Altares, company born from the cohesion of two reality: one focused on the waste collection and the other on the realization of computer projects.

Information technology at the service of urban hygiene

The aim is to offer the appropriate solutions to the users with the right supporting technologies. Indeed, the waste collection imposes particular attentions to the operative process and to the analysis of the daily data collected on the territory.

Altares develops hardware/software solutions that are able to simplify and automatize the collection and the analysis of data with many advantages from the operative to the economic point of view.

The solution

“Especially in Castellanza, we decided to adopt the “purple bag” with RFID technology for non-recyclable waste.  As a consequence, we placed the identification and transmission devices on our vehicles and the appropriate software for the analysis of the data in our offices.”

At this point, it is easy: during the waste collection, the device, thanks to the UHF frequency of the tag, gives a visual and sound signal to the employee when the download of data is completed. So, the job of the employees is simplified, and all the operations are speeded up. At the same time, the code of the UHF tag, linked to the user, transmits the time, the date, the geographic details and the location of the vehicle to the software. In this way, the collection is certificated and the emptying is sure.

“In addition, the waste collection has been optimized thanks to the tracking of the vehicles activity’s map. The immediate results: 40% less of non–recycling waste and a new map of collection with two instead of 4 areas.”

The value of the technology

The benefits are so impressive that S.I.ECO. is already organizing a similar system in other four municipalities: Cairate, Caronno Varesino, Castelseprio and Lonate Ceppino, while Cassano Magnago, the pioneer, is applying the PAYT taxation system of the Ronchi Decree since 2000. In these districts, the containers with a capacity of 40 litres are distributed to the private users, while those of 120, 240 and 1100 litres to the companies and public users. All containers are provided with tags for the reading of the data.

Frascella concludes: “The technology is now indispensable. I know it, because I used to manage all the process without these new systems. Before, it was all on paper: the emptying registrations, the weight, the number of the bags etc. Everything gets easier with technology, that allows to collect all the information needed in order to optimize the processes, the costs and data for statistics.”
